The Fiji-Singapore Digital Blueprint
A high-level delegation from the Republic of Fiji recently collaborated with TOPPAN Ecquaria and the Singapore Cooperation Enterprise (SCE) to align strategies for national digital excellence.
In the realm of digital transformation, speed is often mistaken for success. However, as global digital economies mature, a new truth is emerging: the strength of a nation’s digital future is determined not by how fast it moves, but by the resilience of its foundations.
Recently, TOPPAN Ecquaria had the distinct honour of hosting a high-level delegation from the Republic of Fiji, including leaders from the Government of Fiji and the Reserve Bank of Fiji. Led by Permanent Secretary Mr Beranado Deveta and Deputy Governor Mr Esala Masitabua, and supported by the Singapore Cooperation Enterprise (SCE), this visit was more than a formal exchange; it was a strategic alignment of two nations committed to digital excellence.
Digital Identity as a Core Enabler

At the heart of our discussions was a shared conviction: Digital Identity is the fundamental infrastructure of the modern state. A secure, interoperable Digital ID is no longer a “value-added feature.” It is the heartbeat of a thriving digital economy, enabling everything from seamless public services to financial inclusion. By placing #DigitalIdentity at the core, Fiji is not just digitising processes; it is empowering its citizens.
The Wisdom of Three Decades: Foundations Over Friction
With over 30 years of experience delivering national-scale solutions, TOPPAN Ecquaria shared a vital behavioural insight with our Fijian counterparts: Successful digital government is built on “Governance-First” principles.
During our practical workshops, we moved beyond the “what” of technology to tackle the “how” of long-term sustainability. The roadmap we explored together focused on three pillars:
- Governance First: Building trust through transparent regulatory frameworks before a single line of code is written.
- Designing for Scale: Ensuring that national systems built today can support the population’s needs 20 years from now.
- Interoperability: Breaking down silos to ensure that different government agencies can “speak” the same digital language.
The Power of Mutual Exchange
While Singapore shares its technical “lessons learned,” we are equally inspired by Fiji’s leadership in areas like the circular economy and its agile approach to regional challenges.
This partnership, supported by the Singapore Cooperation Programme (SCP), creates a “Social Proof” model for the Pacific region. It demonstrates that when nations collaborate, they don’t just share tools—they share a vision of resilience.
