Bhutan’s legal landscape partnership focuses on moving away from fragmented digital silos toward a unified, citizen-centric infrastructure.

At TOPPAN Ecquaria, we believe we can enhance the lives of our citizens through technology. Following our successful workshop in Bhutan last month, our Managing Director, Mr Chong Ser Wah, recently visited the Kingdom to further solidify our partnership and commitment to the Bhutanese justice sector.

A key highlight of the visit was a high-level audience with Her Royal Highness Ashi Sonam Dechen Wangchuck. Her Royal Highness is a Harvard Law alumna, a distinguished legal scholar, and a champion of judicial progress. Her insights are invaluable as we collaborate to design a world-class, unified justice ecosystem.

Our mission in Bhutan is to move from fragmented digital systems to a seamless, integrated, and citizen-centric infrastructure. This project isn’t just about digitalisation; it’s about Judicial Resilience.

Key focuses of the ongoing collaboration include:

• A Unified Vision: Establishing a seamless digital portal that integrates Citizen Services, Case Management, and Analytics.
• Technical Sovereignty: Implementing a robust data ownership matrix and common technical standards to ensure long-term sustainability.
• Operational Excellence: Moving beyond traditional “silos” to create a platform that enables real-time data exchange across all justice agencies.

Reflecting on the visit, Mr Chong Ser Wah noted,
