Architecting Bhutan’s
Digital Justice Blueprint

TOPPAN Ecquaria partnered with Bhutan’s justice sector agencies to help shape a unified digital reference model designed to strengthen interoperability, governance, and long-term modernisation across the nation’s judicial ecosystem. The initiative brought together multiple justice institutions to align data structures, streamline cross-agency coordination, and establish a scalable digital foundation for future justice transformation initiatives.

Problem
Justice sector agencies operated across fragmented systems, data structures, and operational models, limiting interoperability, visibility, and coordinated digital transformation efforts across the judiciary ecosystem.

Solution
TOPPAN Ecquaria developed a comprehensive Justice Sector Data Reference Model that established shared entities, governance structures, ownership models, and interoperable data standards across participating justice agencies.
