Chong Ser Wah is a distinguished technology strategist with over 20 years of leadership in large-scale digital government transformation and IT consultancy. Renowned for his ability to translate complex
national requirements into robust technical architectures, Ser Wah has been a pivotal force in shaping
Singapore’s public service infrastructure.
A veteran architect of Singapore’s digital public service, Ser Wah’s legacy is built on a career of
overseeing high-stakes, nation-scale initiatives. During his early tenure at the Competency Centre for
Java (JCC), he served as the Chief Architect and Designer for the Election 21 project, a landmark
initiative in digitalising the democratic process. His technical leadership extended to the global stage
when he co-developed SmartMoveJ, a pioneering Java-based application showcased at the prestigious
JavaOne 98 in the USA.
As a Principal Consultant to the Prime Minister’s Office (PMO) and the Chief Architect for the Public
Service Infrastructure (PSi), Ser Wah designed the frameworks that allow Singapore’s government
agencies to operate with world-class efficiency and interoperability.
As Managing Director, Ser Wah sets the vision for TOPPAN Ecquaria, driving the company’s growth and
profitability across the region. He has personally directed the implementation of award-winning IT
systems for the Singapore Judiciary, including:
- Integrated Criminal Case Management System (ICMS):
A sophisticated platform streamlining judicial workflows. - Family Justice Systems:
Transforming how legal services are delivered to the public through digital innovation.
His expertise spans the full lifecycle of digital transformation, from initial IT consultancy for numerous
government agencies to the oversight of complex, multi-year project management and implementation
cycles.
Ser Wah holds a Bachelor of Science (Honours) in Computer Engineering from Nanyang Technological
University (NTU). A proponent of continuous innovation, he is also the co-inventor of several corporate
patents, reflecting his commitment to maintaining TOPPAN Ecquaria’s position at the forefront of the
industry.
Beyond his corporate responsibilities, Ser Wah is a strong advocate for holistic well-being and a healthy
lifestyle. An avid runner, he champions fitness and wellbeing within the TOPPAN Ecquaria workforce.
Above all, he is a dedicated family man, married with two children, who finds balance through his
passion for distance running and community health.
