Mr Tan Meng Khiang

Chief Technology Officer / Chief Operating Officer

Tan Meng Khiang is a seasoned technology executive and dual-function leader, serving as the Chief Technology Officer (CTO) and Chief Operating Officer (COO) of TOPPAN Ecquaria. With over 30 years of industry experience, Meng Khiang harmonises long-term technical strategy with rigorous operational execution, ensuring the company remains both innovative and hyper-efficient.
Throughout his three-decade career, Meng Khiang has established a formidable track record of leading the technical architecture and implementation of critical medium- to large-scale government initiatives. His expertise lies in navigating the complexities of high-availability systems that serve the public interest.

Prior to joining TOPPAN Ecquaria, he served as the CTO of novaCITYNETS, where he successfully steered mission-critical IT projects for key statutory boards, including:

• Building and Construction Authority (BCA): 
Overseeing digital frameworks that underpin Singapore’s built environment.
• Urban Redevelopment Authority (URA): 
Driving technical excellence for the nation’s land-use planning and conservation authorities.

Since joining TOPPAN Ecquaria in 2020, initially as Vice President of Technology, Meng Khiang has been instrumental in refining the company’s internal engines. In his current capacity, he bridges the gap between R&D and delivery, optimising day-to-day business processes to maintain the highest standards of operational effectiveness. His leadership ensures that the company’s technology stack is not only cutting-edge but also scalable and commercially sustainable.

Meng Khiang graduated with First Class Honours in Computer Science and Information Systems from the National University of Singapore (NUS). This foundational academic excellence continues to inform his approach to deep-tier technical design and organisational architecture.

Outside the boardroom, Meng Khiang maintains an active and intellectual lifestyle. He is an avid runner and a voracious reader, with a particular interest in the intersection of science and technology. He also finds balance in the imaginative worlds of Chinese Fantasy novels. Above all, he is a dedicated family man, happily married with two daughters.
